Richard Murphy

Chief Operating Officer

Mr. Richard Murphy has more than 30 years of experience in the area of program management, training, incident command, emergency medicine, hazardous material, urban search and rescue, Defense Support of Civil Authorities (DSCA), Federal Emergency Management Agency (FEMA), Homeland Security, Occupational Safety and Health Administration (OSHA), and CBRN technical subject matter expertise.  His work in both the first responder and government-contracting communities has been highlighted by his recent appointment as the Chief Operating Officer (COO) at L2 Defense, Inc.

Prior to starting at L2 Defense, Mr. Murphy was an owner and key leader at Advanced Technical and Educational Consultants Inc (ATEC), a company focused on providing specialized training and subject matter expertise to the United States Army’s Chemical, Biological, Radiological and Nuclear Response Enterprise and the first responder community.  His final position with ATEC, prior to the merger with L2 Defense in November of 2017, was President and Business Partner.  He was primarily responsible for business development for its Federal, State, Foreign Government and private sector customers.  While at ATEC, Mr. Murphy grew the business to an average of 17 million dollars annual gross revenue and managed several large Government and private sector contracts in the CBRNE Defense, Urban Search and Rescue, Hazardous Materials and Subject Matter Expertise program areas.     

Before his time at ATEC, Mr. Murphy completed a 24-year career with the Delray Beach Fire Rescue Department in Delray Beach Florida. During his career he served as a fire fighter/paramedic, Lieutenant and Chief Officer of Special Operations, Shift Commander, Lieutenant and Chief Officer of Training, Lieutenant and Chief Officer of Emergency Management and finally was promoted to Chief Officer in charge of Fire Department Operations.  Through his experience, Mr. Murphy gained a vast network and understanding of the National Incident Command System, planning for and integration of DoD assets at real world incidents including several large-scale natural disasters in South East Florida.  He continues to use this experience in his role interacting with the Department of the Army civilians at USARNORTH.

Mr. Murphy holds a BA in Organizational Leadership from the University of Saint Thomas and is a Certified Emergency Management Specialist.
