Joe Higgins

Director of Finance

Mr. Joe Higgins has broad financial management experience in government contracting and expertise in all required government contracting management systems.  This expertise has been acquired working since 1978 in the Federal Contracting industry as a Chief Financial Officer, a Contract Auditor and a Consultant.

Mr. Higgins has a current operating-level perspective on the challenges that face today’s government contractor. His recent experience as a financial executive in the aerospace and defense industry not only gives him the technical competence to deal with the regulatory and compliance aspects of an issue, but also the practical insight to appreciate the business and organizational implications that may be involved. Having worked at various levels in the Defense Contract Audit Agency, he has the background necessary to bring clarity to potentially volatile audit situations. And his experience as a consultant and auditor with major international accounting and consulting firms gives him additional qualification and perspective.

Mr. Higgins spent 10 years on the faculty of Federal Publication Seminars and leading national seminars on the following matters: 

  • Cost and Price Analysis in Government Contracts
  • Government Accounting for Non Financial Managers
  • Federal Acquisition Regulation (FAR) Overview
  • Cost Allowability and Allocability in Government Contracts

Additionally, he has conducted in house training programs at major government contractors, including Lockheed Martin, General Dynamics, Alliant Tech Systems, Bechtel Corporation, Goodrich Aerospace, and Livermore and Berkeley National Laboratories, as well as for Government agencies including the US Army, US Navy, US Air Force and the Transportation Security Administration.

Mr. Higgins is a member of the American Institute of CPAs, the National Contract Management Association, the Maryland Association of CPAs, and the National Defense Industrial Association.
